The Resource Management Act 1991 is the fundamental piece of legislation controlling land use and development in New Zealand.

The Ministry for the Environment, as directed by the Minister, have the ultimate responsibility for the implementation of the Resource Management Act. There are a lot of useful hints and tips on their website about the processes involved with resource managemement, including various funding assistance sources.
The New Zealand Planning Institute is the primary body overseeing the development of planning as a profession in New Zealand.   It has affiliations with  similar bodies in other countries, and sets out the code of conduct professional planners in NZ should seek to follow.
